AI innovation is experiencing unprecedented growth in France. In 2024, 751 AI-focused startups were identified by France Digitale, representing a 27% increase in just one year. This boom makes France one of the leading AI hubs in Europe. The dynamism of the French AI market is driven by significant funding rounds: 65% of AI startups have secured investments, raising a total of €13 billion since their creation. This financial boost has led to the creation of 36,000 jobs in the sector.
According to France Digitale, the economic prospects are promising. Nearly a third of AI startups are already profitable, while 54% expect to become so within three years thanks to a growing customer base. As proof of their competitiveness, more than half of these startups are already deploying their solutions internationally, demonstrating their ability to thrive in an increasingly globalized market.

AI : a strategic priority for France
Recognizing the transformative potential of AI, France has made its development a national priority. Since 2018, the National Strategy for AI (NSAI) has structured the country’s AI ecosystem by building on France’s strengths and adapting to broader European ambitions.
In 2022, the strategy entered its second phase, focusing on accelerating AI adoption across industries and boosting France’s competitiveness. This commitment is backed by financial support, €2.5 billion of France 2030 investment plan is dedicated to AI development and deployment.
The goal is clear: integrate AI at all levels of the value chain to enable French companies to innovate, modernize, and expand into new markets. Initiatives like the AI Booster program are assisting over 200 SMEs and midsize companies in adopting AI solutions. It helps them optimize operations, increase competitiveness, and drive digital transformation.
To establish itself as a key player in the global AI landscape, France relies on its talents. A total of €560 million in public funding will be used to strengthen the French AI School’s centers of excellence, while expanding the diversity and capacity of AI training programs across the country. These investments will help to train and attract new talents, as well as foster their growth and productivity in France.
Thanks to these efforts, France is now Europe’s leading AI ecosystem. The country is also hosting major research and decision-making centers for global AI leaders, reinforcing its position as a strategic AI hub.
Looking ahead
France is taking its AI leadership to the global stage by hosting the AI Action Summit on 10-11 February 2025. This major event will bring together more than 100 countries and over 1,000 key stakeholders from the private sector, research and civil society to build a global coalition for sustainable AI.
The summit will launch the third phase of France’s National AI Strategy, focusing on popularizing AI across industries and introducing the Foundation for AI for research and international collaboration.
